I would try downloading and installing SP1 manually.  You can get the stand-alone installer here: http://www.softpedia.com/progDownload/Windows-Vista-Service-Pack-Download-90032.html

Or you could just contact Microsoft.  Lots of people have had issues installing SP1 so microsoft is providing free support for the issue.  You can find more information here:
