Table in Kompozer - one cell looks different from another

I converted a table from Word to Kompozer and the first top cell on the left has a different border than the other cells.  I cannot figure out what is wrong.  I want the border to be the same on all of the cells.

Hi bkerman456,

Most likely it is some of the wonderfully wacky Word WYSIWYG we wistfully wish would go away.

Post the source code for the table.

I attached the source code for the entire file.  I am not sure where the table code begins.  Please see file source-file.txt

Sorry, I missed it the first time...I was focusing on the screenshot.

I stripped out all of the Word specific HTML using Dreamweaver (it has a built-in command to handle this)

Here's the offending table cell and the original style:

Here's the style from the cell just below it:

 style="border-style: none solid solid; border-color: -moz-use-text-color black black; border-width: medium 2.25pt 2.25pt; padding: 0in 5.4pt; height: 1.5in;"
 valign="top">
      </td>

You can see that the second set of the code is defining the borders while the first set defines the width but not the thickness or the color.
