Can't add new user - password not complex enough

This is a bit of a problem, as the password is just as complex as many of the other passwords created for user e-mail accounts in the past.

I first got a message that because the Workstation service had not been started, the account could not be created. I have never had that before - and don't know if the workstation service has ever been started on the server (kind of new at this).

Anyway, I started the workstation service and tried to create the account again, but couldn't, because this time the server said some account was no longer available.

At that point, I stopped trying to create the account and turned off the Workstation service. Then went back into Activie Directory Users and Computers to try and create the account again.

This time it worked, but now I get the password complexity as being an issue.

I still want complex passwords, but I don't understand why this one's being rejected as it is pretty complex - 10 characters, upper & lower case, numbers and symbols.
