Outlook 2007 Error: Cannot Open This Item. A required action was not successful because of an unspecified error.

Occasionally, an end-user will receive an internet email message from a specific user (and only this user) that he is unable to open. The error he receives when attempting to open the email is: Outlook 2007 Error: Cannot Open This Item. A required action was not successful because of an unspecified error.
All other email messages received open fine, with no errors. The only difference that I can tell is the icon associated with the email  regular emails have an envelope associated with the email  the email received from this specific user is an opened envelope with another icon of some sort attached to it.
I am thinking some kind of security issue, but I cant figure it out.

I would suggest you to create a new user profile and reconfigure the outlook with same .pst.... this should be fine

Install Outlook SP2. this WILL fix the problem.
