Listing URLs for Ad Placement with Google Placement Tool

I am trying to Placement Target a site I own which has AdSense running on it.  I am using Placement Tool->List URLs from an AdWords account.  When I type in the url of my Adsense enabled site. I get the "1  of the URLs entered are not available for targeting" error.

Someone said there is a setting in the AdSense setup which enables you site to be targeted or not.  I can't find it.

Why can't I directly target my site which is serving AdWords Ads?

apparently "You can't. The website you've chosen has either opted out of being included in placement targeting, or doesn't get sufficient traffic for Google to include it."

I'd email Google customer support for assistance, there normally quite quick to respond.

I assume it is because my site does not get enough traffic.
