how do the final user can export the access 2007 report to excel or snapshot viewer from the run-time version (accdr)?

Well you can no longer export Reports to Excel in Access 2007.

To export to a snapshot:
Drop a combobox on the form that just lists Reports from the MsysObjects Table.
Then use code like this to export the file to the folder of your choice:

        DoCmd.OutputTo acOutputReport, Me.Combo3.Column(1), acFormatSNP, "C:\YourFolder\" & Me.Combo3.Column(1) & ".snp"
