looking for fax programm with command line and templates including pictures

Hello
we are using without problems an old DOS programm BITFAX 4 for sending our Fax. It works from a commandline.
Inside a textfile generated by a database programm there are comamnds for including pictures for the company logo and footer. This is working on an old Win95 computer sending mor than 30..000 fax this year. Now changing to server 2008 we have much troubles to get the client into the network so as plan B we are looking for a faxprogramm that we can command by commandline in a similar way.
We need that the programm creates by themself ( as done by Bitfax) the faxfile from the raw text and the includes for the header and footer. Moreover we need in some way to know if the fax was sent or if not, whats happened.The fax&emailserver which includes a mailmerge I have written by my own I need only the module who is sending the fax.

Anyone who know about a program or the way in with I could programming by my own. I have got a look to Faxcomlib but seems that there is no possibility of including pictures.

Zetafax can be used for bulk sending of faxes using templates with embedded variables.  Product supports multi-fax lines where it will queue out on the next available line.

I have to check the software and the API, seems a very big programm. Havn't found any price idea. I don't want to substitute my old solution with a overkill software. Can't believe that in the windows world there is no small&smart solution for a solved problem 20 years ago.
Anyway thanks a lot. I'll contact the company for further info.
