Did they ever work?

Any repairs done on it lately?
the led is plugged in backward, turn it 180 degrees
wire is broken
led is burnt. does it light up if you try it on the power pins?

Then the led is:
- burnt out
- plugged/wired in backward from the factory (leds are one way, they have to be wired positive and negative)
- wire/connection is broken
- the circuit on the mobo is pooched

The first thing to do is see if you can get the led to light up, either by swapping it to the pins the power led is on, or applying 5/12v to the unplugged connector.

Leds don't work with the embedded SATA onboard controller. You can check the manual of your server and confirm this.
You need a HP Smart Array RAID controller or similar and the right cable to connect the the backplane where the HDDs are attached in order to have hot-plug and led activity.
