URL Redirect on IIs 6.0

I have set up a url redirect on IIs 6.0 and it is not working. I have set it up EXACTLY the same as I have on other boxes that do work.  I can't figure out what is wrong.

What does not working mean? Does it sit on the original page? Does it go to an error page?
Is the redirect URL local/remote?

Thanks for asking:
The error is "Internet Explorer cannot display the webpage"
The https:// url is on the same box but is not running under IIs 6.0 It works fine.
I set the default IIs 6.0 website home directory to point to the exact url of the https:// 
I have done it this way on about 6 other machines and it works fine. Just can't get it to work on this box.

I figured it out. Firewall was blocking Port 80. sheesh!
