putting an aspx page always on top

I have grid wich has a note button. when i fire that i have a new window opening as a popup.  I have to make that popup window always on top.  It should go only when a close button is hit. I tried a lot of ways none was working.  I am wondering is there any way to do it.  
I appreciate you reply if it is possible.

This kind of behaviour can't be done with regular windows. You need somthing like shadowbox/lightbox.
