    Below is the extended list and after that are the recommendations;

    SolarWinds Orion      Propriety
    Adventnet OP Manager      Propriety
    WhatsupGold      Propriety
    SNMPc      Propriety
    CommView      Propriety
    Observer      Propriety

    Vendor Specific-NMS
    IronView      www,      Propriety
    Procurve Manager Plus      Propriety
    CiscoWorks      Propriety

    Flow Analyzers

    SolarWinds NetFlow Analyzer      NetFlow/SFlow
    Scrutinizer NetFlow/Sflow Analyzer      NetFlow/SFlow
    Caligare Flow Inspector      NetFlow/SFlow
    PRTG      NetFlow/RRDTool
    Adventnet Netflow Analyzer      NetFlow
    StealthWatch® Xe      SFlow
    Traffic Sentinel      SFlow
    Splunk      Propriety

    Open-Source NMS

    Ntop      LAMP based NMS
    Bandwidthd      LAMP based NMS
    Etherape      LAMP based NMS
    Cacti      RRDTool

Explaining the above list a bit, the flow analyzers will give you top users per IP and per protocol. Rest applications are SNMP based NMS. The flow analyzers help you see the per protocol and per IP statistics but your devices need to  support flow technologies. Personal recommendations are using Cacti, PRTG.
