should i grant permision using dbms_java package with sys user

i am using dbms_javapackage to grant file permission to user but it is giving an  ora-29532 java.lang securityException: policy update permission. i can compile without errors but then it crops the runtime error.

should i use sys user to grant permission or i can use normal user

-- grant permission to frost_addons
-- get file quantity
select recon_GetFileqty('/Jan08/') into v_file_qty from dual;

I think you have to use the SYS account to do this grant, but grants (and other DDL commands) are usually done with *.SQL scripts or interactively in SQL*Plus or another tool, not usually in a PL\SQL procedure like this.
