Mailbox quota exceed - data removed - but still unable to send/receive - how long does it take?

My situation is I have a ser exceed their mailbox quota so the Exchange system stops the user from sending/receiving.  Our quota is 1GB.  The user calls IT for support.  We look at the mailbox within Exchange System Administrator and see the mailbox size is above the 1 GB quota limit.  The user purges.  Per Outlook and the Exchange System Administrator the mailbox is now below the limit, but the user is still unable to send and receive.  In the past when we have seen this we have had to wait a few hours and than it clears up.  What controls the quota limits and can I force it to update faster?

Run Online Maintenance and it should clear up immediately

this is by design that changes to size limit would take effect after "2 hours" only.
You can modify that but since it has adverse effect on exchnage, changing the default setting is not  not recommended by Microsoft.
