What does Timed out sending notification of target device change to window of "C:\WINDOWS\Explorer.EXE" mean?

Hello,

I have been getting this warning message every two minutes for the last half hour.

Timed out sending notification of target device change to window of "C:\WINDOWS\Explorer.EXE"

Does anyone have any ideas what it means?
Machine running Small business server 2003 service pack 2

I can't take down the server during production hours

are there any other options?
It continues to happen ever 2 minutes

Do you think it could be pointing towards a hard drive failure?

If so i could rebuild my hard drives becuase i'm running raid on my server
