"Windows Server 2003 family products -> Disabled. The Offline Files feature is not compatible with Terminal Services."

This could be a Group Policy/Local Policy or specific setting.  Check those and check:

In My Computer, on the Tools menu, click Folder Options.
On the Offline Files tab, de-select Enable Offline Files.

Run a Resultant Set of Policies to see if there is a Group Policy being applied you are not aware of.

    Accepted Solution

The problem fixed itself. I reinstalled terminal server licensing
