Assuming you are using the latest/current version of WSUS, version 3.x:
    To force synchronization:
Go to administrative tools | Microsoft Windows Server Update Services 3.0 SP1 | Synchronizations | on the far right select "synchronize now"
    To add proxy configuration:
Go to administrative tools | Microsoft Windows Server Update Services 3.0 SP1 | Options | Update Source and Proxy Server | Proxy Server| and enter your configuration options
