Strong Password Exception for SQL Server 2005 Express

I have an application that installs its owned named instance of SQL Server express.When i am installing it on windowsvista i keep getting this error :
The sa password must meet SQL Server passwor policy requirements.For strong password guidelines,see Authentication Mode.This never happens on xp.I tried to uncheck the UAC in vista but that did not help.

This problem about your operating system.0f you want use a strong password, your password need include "lowercase + uppercase + number"  
Example :  Password1
Or you can change windows setting about password policy.
1- run gpedit.msc
2- open Computer Configuration ->Windows Settings -> Security Settings ->Account Policies  -> Password Policy
3-And change "Password must meet complexity requirements" policy to Disabled
