convert special characters with apache httpclient

HI Experts

I am using apache html client, and I wonder if is has any method that convert special characters to ascii characters
for example
www.yahoo.com/abc?urlParam%5B0%5D=light
TO
www.yahoo.com/abc?urlParam[0]=light
