Prevent drop down selection base on other value

In sharepoint I have an Issue List that has mutiple  text fields and a dropdown for approval. I would like to prevent the Approval field from being set to approved if the two text boxes are empty (i.e. cost, price..).   I can't set the field to be one of the required fields as the person who enters that request is not the one who sets it to approved. Any suggestion on how complete this step?

I've had to do something similar in the past.  Modify the list using the SharePoint Designer and add some javascript to the page that disables the dropdown menu when those other two fields contain no data.

I can't disable the drop down because it has other options besides approved, which can be used regardless if those fields are empty or not.
