Do most versions of ACT (in the last 5 years) have the ability to export to csv or similar?

To export the contact fields? Yes, this is standard.
If you want Notes, Histories, you need something like http://www.glcomputing.com.au/main/64/1

I notice you added the BB Zone... if looking to sync ACT! to the Blackberry, have a look at http://www.glcomputing.com.au/HHC
