XenDesktop will give everyone their one desktop.  A Published Desktop in XenApp is a shared copy of the SERVER's dekstop.  That means you will need to do a bunch of lockdown stuff on the Server to keep users from applying WIndows Updates and rebooting the server, shutting down the server, restarting the server, accessing the server's C drive, etc.  Also the server's dekstop will be running a server OS and XenDesktop will be running whatever end user OS you want.
