Exchange 2007 Memory

I know exchange 2007 is designed to use ALL the available memory but is there a way to limit it to lets say 90%? Instead of it being completely inconsistent. Right now my sever has 1.7% of 16gb of memory available and I only have 200 users on my exchange box... I would like to dedicate a least 10% of my memory to other processes.
