Append subject of Email then redirect at Exchange level

I am wondering if anyone could help.  I want exchange to monitor an inbox, when a mail comes in it should replace any subject with 'cr' and then redirect to a second mailbox.  We have Exchange 2003.

    The only way i can think of doing that is to write an event sink...

    if you're not a coder (or have access to coders), then as far as im aware, there's no easy way to do this.
