I would like to use NTRIGHTS to modify the privileges of a User account to have some of the same privileges as a Power User account.  However, how do I find out what privileges the Power User group has and what the User group has?

well you can look in the local security policy and that will let you know what the power users are able to do. it would be

file>add/remove snap-in>add>Group Policy object editor>add>finish>close>ok
Also, you may need to add the power users to the groups on the machines
