Draw a horizontal bar

I want to draw a horizontal bar, like those found in web pages on a tab container page.  Where do I find docs that would tell me how to do that?

you can do it in a div with classes tied to a .css

i will send code tomorrow if you want it works in any html or xhtml or asp or php page want it?

I need to clarify this:  this is a desktop program written in C# running on XP and .NET...
