Is it wise to mix C# and VB in one web app?

If PayPal code is in C#, can that easily be put into an app otherwise written in VB?

You can use it. That is the reason why dotnet supports multiple languages so that users can develop with the language that they are familiar with. Personally I have tried developing web sites with mixed languages and it runs fine with no issues. You can go ahead.
