If you want to block the user from sending emails to outside your domain remove all the SMTP email addresses from his account and just leave the X400 email addresses.

its gives error saysing cannot remove as its primary address
u can tick "authenticated users"
Open the Properties of the user in Active Directory Users and Computers and click on the tab "Exchange General", then the button "Delivery Restrictions".
In there you can restrict who can deliver to the user.
At the minimum set the "From Authenticated Users Only".
This would allow him only send mail to ur domain only....

To restrict a user from sending internet mail while being able to send internal mail, as far as I know, there is only one, and one way.
