New Blank Document Icon has a red circle on it

In Word, when you try to open a new blank document using the toolbar icon, the icon has a red circle on it.  When you hover over the icon, the tooltip says access denied.

Any ideas?  Ive never come across anything like this before...

    Do you have full admin rights?  There's a chance that the feature is not installed.

    Could it be that you just came across the Information Rights Management?

    There is a button that looks like a blank document with an access denied sign on it which takes you to the IRM (if installed).
