W3C accessibility guidelines

hi EE,
I know its online but I cant really find it and to be honest I dont find w3.org that useable but whats W3C accessibility guidelines A, W3C accessibility guidelines AA and W3C accessibility guidelines AAA about and where can I find a good article on it?

this document doesnt seem to say anything useful, seems to waffle around standards without actually saying what they are...?????

what things do you need to implement to comply to the different conformance levels?
seems like all elements where possible need to have an alternative text alt="Image" which I know anyway.
I would like to know by looking at a webpage whether it conforms to A, AA or AAA.
I.e. if the page supports different font sizes then what level is this etc..?
