IBM xSeries 345 Type 8670 OverSpec Light

I have removed hardware down to the base operating specs and unit will power on for a short period of time before powering completely down. Overspec light lit up. Alternated power supply's and the same problem occurs. Has anyone seen or spent countless hours on a resolution?

Replaced the power chasis and everything checks out.
