DC won't install KB923810, complains dll is missing, but it's there

A DC client is approved for a critical update but when it tries, to install it fails. Here's the log:

I tried this fix from MS:

Still won't install.

You may need to register that DLL.
At the command prompt:
REGSRV32 xxx.dll

So I tried it and the regsvr32 command failed Cannot register the dll.

Tried to run the patch as a separate install and see this in the log:

Since the regsrv32 didn't work I just re-named the dll and now the critical patch is not required.

I will request deletion of question
