Problem with "Too many NAT connections" on zyxel router

I have a server running windows 2003,  The internet works fine until I plugin the server.  Then I get the message "NAT session table is full". It seems that my Zyxel rounter can hold 4096 NAT sessions, but the server is filling that for some reason... Any ideas on what could be causing this?

get a program like portmon and start looking at what your connects are coming from the server.  4096 translations is a lot.
