Migrating to a New Webserver

I'm migrating an existing web server to a brand new webserver.  Does anyone know of an easy way to move all the users, IIS settings, and folders and permissions on the folders?  I want to make this as seamless and automated as possible.

    robocopy can do this.

    Thanks, I'll give that a shot.  What about copying over the IIS settings and the users, etc.?
