Connected to internet but Page cannot be displayed

Remotely connected to a friends computer via the internet, but they can't access any websites.
IE just displays the error: Page cannot be displayed.

In safe mode they can access pages alright.

Run Norton and SupoerAntiSpyware scans and removed various infections but still can't access any pages.

Anything else I can try?

I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

It appears to be only under 1 user account that they can't connect.
Even in safe mode this users can't access websites through a browser.

sounds like the various infections you've removed may have left your friend with a corrupt profile.  personally, I would just recreate their profile.
