Want to use Airport Express to extend my existing Belkin Wireless N network.

I have an existing wireless network, working with Windows XP based machines,  and recently purchased an Airport Express to extend my network in order to recieve on demand content to my DVR. When I plug the Airport Express directly in my Belkin router I have no problems seeing and configuring it with Aiport Utility. After it has restarted itself and the configuration has taken, I disconnect the AX from  myrouter and move it to it's new home. I connect the ethernet cable to it, plug it into my power strip, let it reconfigure itself and then all I get is an amber light that keeps blinking. I try to reopen the AX configuration file and the device doesn't seem to be found throught Airport Utility. Please help!!!
