Failover Setup Cisco 1841

I have two networks, each with their own firewall connected to a T1.  They also have a point to point connection between them behind the firewall.  How can I make a failover connection?  If Site A's T1 goes down, it will automatically route to Site B's T1.  I am almost there, but the problem I am having is if I disconnect Site A's T1(outside interface of the firewall), the interface on the router stays up and won't failover cause it is connected to the firewall's inside interface.  Any ideas?

What kind of firewall? What routing protocols does it support?
What have you tried? You can use SLA's to ping the T1's IP address and if it stops pinging the route will change.

It is a symantec gateway 5400 that doesn't support routing protocols.  My version of the Cisco IOS (12.3 (8r)T8 does not have the sla command.

I beleive that I need to upgrade my IOS to the advanced IP services license.  Does anyone know how much and where I can get this?
