Out of the box, no. At least, not "native" .net apps.  Delphi 7 was released years before .NET was on the drawing boards. There is nothing in D7 that is is inherently .net.

Well, yeah. Each version is a different version for a reason. D7, released Aug 2002 is much different than D8, released 16 months later.
