what is the best audio sound card for voice recording?

Back when I was recording using computer sound cards (I'm a member of ASCAP), the top-end card to use was made by Turtle Beach. Very low noise, with a clean signal. If you were going to try and use one for semi-pro recording, I'd suggest moving up to the pro cards that are dedicated for music, several of which are available from places like Musician's Friend and Guitar Center. If you're goofing around, or making some demos, a Turtle Beach would be my first choice, followed by the high-end Creative Labs card.
