Limit of numbers of messages

Is there a way to set a limit on number of messages to be sent from 2007 mailbox in specific period of time. I know there is a setting to set limit of outbound connections restrictions at any instance for the whole organization but I want the setting for a period of time for individual mailbox.

I don't think 2007 can do that out of the box. There might be software you can purchase to do that, but I don't know of any.
