Can host entry be managed in IIS

My server runs IIS. To use the service for a specific email html page, I call a service on another server.
Right now I an using the features in the HOST file. I.e.

127.0.0.1                 localhost
192.168.123.180      arthur.myserver.com      # captula service

This seems like a crude way to handle this issue as it requires an error or I have to use #PRE.

There must be some better way in IIS but I can not find it Anyone who knows the inner working of IIS well will be able to supply this information.
