Hotmail blacklisted account

Hi all,

I belong to a Portuguese community and we have a forum, mainly about development areas, but some others also. The users that want to join us need to register in the forum and receive an email to confirm the address and that allow then to activate their account.

The problem now is that the users from dont receive the emails.

We have tried to send a manual email to a hotmail account with no luck. No error messages when send and no message in the hotmail account.

We suspect that we are blacklisted, but how can we solve our problem? The website is

Hello jpaulino,

Add the sender's address to Hotmail good sender's list.

Talk to Hotmail support about removing you from block domain.

You don't have permission to access /Utilities/SafeSender/index.php on this server. "
Just one final question (I hope) should this be done by ALL the users ? It's not something that we can ask to all ... maybe I will try to contact the Hotmail support  but I'm having some problems finding the right email.
