Try installing .NET Framework 3.5 SP1 (just released 11/18/2008) from http://www.microsoft.com/downloads/details.aspx?familyid=AB99342F-5D1A-413D-8319-81DA479AB0D7&displaylang=en.

I experienced a lot of problems installing 3.0 SP1 and 3.5 on a box before finding SP1 and it worked fine.  3.5 also installs/updates 2.0 and 3.0 as well.
