I have a PC linked to a DSL modem with outlook as the mail client. I tried to send an e-mail of about 3MB when I clicked send and receive the progress bar got half way and stopped. I cancelled the operation. I tried sending again later the same happened. I then deleted all the e-mail in my outbox and restarted the machine as well as the modem. I still have internet access. I tried sending and receiving again and it still gets stuck half way on the progress bar. What could it be?

Send and Receive gets half way

Interactions between email servers and clients are governed by email protocols. The three most common email protocols are POP, IMAP and MAPI. Most email software operates under one of these (and many products support more than one).  The correct protocol must be selected, and correctly configured, if you want your email account to work.
