I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Only UPS can answer that question.

I had a client that handled refunds for UPS based on delivery schedule vs. actual delivery date.  His application polled the UPS site for their guaranteed delivery times on a zip-to-zip basis.  That means it went to the UPS web site, entered the zip codes into their forms, and scraped the results from their response.  It was a long process, and created a huge database at this disposal.

UPS did not like this, and tried to shut him down on more than one occasion.  To this day, they always introduce small changes into the result pages in an effort to confuse automated systems such as his.  He went to court over it once, but UPS lost based on the fact that they do run a public web site, and they cannot bar someone's usage of it simply based on the idea that they didn't like the end result, i.e., UPS having to give refunds.

UPS may very well have developed their own API for this sort of thing since those days...one that they sell and control.  WorldShip can do it, so I imagine it is possible.  Still, you'll have to talk to UPS to find out if they have something like that.  If not, you're back to scraping their response data to fill your own data set.
