License usage for product Windows Server is nearing the maximum number of per server licenses purchased

I'm getting the following error message:
License usage for product Windows Server is nearing the maximum number of per server licenses purchased

I go into server management and it tells me I have 30 installed license.  It also says I have 18 maximum usage.  Are they telling me I can only use 18?  We never have more than 30 people logged in so I'm not sure what to think.

    If your server has thirty CALs, and you will never have more than thirty concurrent logins, then you have nothing to worry about.

    Do cell phones count - or is it just computer logins?

    Any time a client accesses the server, it uses one CAL for the duration of the login.  Short answer- if you have to log in, you're using a CAL until you log out.
