You can apply patch and create new directory.

Please set me straight, you have searched your entire file system and cannot find the oraInst.loc file?  As in, "find / -name oralnst.loc -print"?  If so you may have a bigger problem on your hands.
However, if it was merely mislaid or just wandered off by itself, there is a method to edit it.  See  and let me know if I may be of further help.

Oracle Universal Installer enables you to set up the Central Inventory on a clean host or register an existing Oracle home with the Central Inventory, when it is lost or corrupted. You can set up the Central Inventory by using the -attachHome flag of Oracle Universal Installer. The syntax is as follows:

./runInstaller -silent -attachHome -invPtrLoc ./oraInst.loc
ORACLE_HOME="<Oracle_Home_Location>" ORACLE_HOME_NAME="<Oracle_Home_Name>"
"CLUSTER_NODES={<node1,node2>}" LOCAL_NODE="<node_name>"

Hi Team

I faced this problem when I planned to  apply oct2008 cpu patch to oracle10 home on a development box(AIX).  I did not sch the activity due to this missing oracle inventory folder. I need correct solution to this problem. I am not able to find the oracle inventory dir or related files by all means. I think it is missing on this BOX.

I rechecked my link and did give you the correct solution to recreate the inventory in 22932194.  Mike's following comment repeats the advice, but it's there for you to do.  Let us know your results, please.
