Is it possible to delegate users permissions to creat and manage but not delete user accounts?

I am working within our domain to delegate different levels of administration permissions. I have one group that I would like to have Create and Manage user accounts but don't want them to delete the accounts. Is this possible?

    I believe if you read through:

    you will find that you can only delegate full authority to create / modify / delete user accounts. Kind of an all or nothing scenario.
