Attempting to use powershell to administer exchange on my workstation.

I have assigned myself the Exchange Organization  Administrator permissions so i would assume I can do anything from my workstation.  I am trying to create PSTs from they exchange DB with the powershell.  I tested on mine and worked fine.  Now when I try another user it doesn't work at all.  I have attached what I get from the powershell.

From what I can tell, if mine works fine then there should be no reason why I can't do other users as well with organization admin privs.  I followed this site:

it requires local admin rights on source server where mailbox is available on exchange server.

Additionally it requires mailbox access of source mailbox.

Refer below article to get access on all mailboxes.

This issue is addressed by Update Rollup 4 for Exchange Server 2007: http://support.microsoft.com/kb/951747
