Windows Search 4.0 is not a required component of Outlook 2007.
You can still search your contacts in Outlook if its not installed.

However, if you uninstall Windows Search 4.0 you will lose your Instant Search functionality in Outlook as well as any Indexing Options available via the Control Panel.

If you would like the functionality of Instant Search in Outlook but dis-like using Windows Instant Search when searching for files of folders you can turn this off in your registry allowing you to use the search companion instead.

To do so, go to:
Start>Run>regedit
Navigate to: HKEY_CURRENT_USER\Software\Microsoft\Windows Desktop Search\DS
Then double-click on 'ShowStartSearchBand' and set the value to '0'

Hope this helps a bit more.
