You need to install Exchange with the same Exchange organization name. You also need to create Admin group and Storage group with the same names as the original production server is. Then just restore the databases from the backup. Alternatively you can also use Recovery storage groups to test your backups. The limitation in that method is you can only restore one storage group at a time.
